Accession Division

MEOP-AD provides guidance and responsibility for the supervision, control, reporting and monitoring of Military Entrance Processing Station (MEPS) entrance processing procedures and applicant processing operations.  Manages the enlistment processing program business architecture encompassing development of policies and procedures for operational processes.  Involved in developing, analyzing, evaluating, advising on, or improving the hardware, software, work methods, procedures, manpower utilization, distribution of work and management controls in the overall mission of Entrance Processing and the accession reporting system.
MEOP-AD is the business owner responsible for developing command operational accession policy and procedures having a direct effect on the entrance processing mission; such as positive identification, background screening, electronic fingerprinting, projection scheduling, processing workflow, records management, quality control, accessioning (enlistment, accession and ship), and mobilization induction to meet standards for entrance into the Armed Forces. Also manages the electronic fingerprinting submissions for the Special Agency Check (SAC) program.
As the functional representative subject matter expert for the Command’s accession reporting system for Department of Defense (DoD) and its ancillary applications (e.g., e-SOA, e-Security, e-Record, EFCS), MEOP-AD ensures the system adheres and complies with policy intent and business rules outlined in Entrance Processing Guiding Principles.  Serves as the operational source for business requirements, business rule content and functional data specifications; governs user interface design, integration and performance measurements; and manages test case development, user acceptance/operational field testing, and implementation for new software applications.
For USMEPCOM, MEOP-AD interfaces with the recruiting Services, other personnel procurement agencies, Service reception and training centers, DoD and command staff for the development of directives and policies on MEPS operations and system requirements in support of DoD’s Accession Policy and mission accomplishment.
Serves as the functional sub-committee chair of the Defense Accession Data Systems Integration Working Group (DADSIWG).  Officiates the Functional Proponent Interest  Group Forum (FPIGF) focused on information-sharing in a cross-talk environment.   Actively seeks new and innovative methods to improve future business processes to further the mission of the Command and accession community ensuring alignment with the Strategic Plan.

Requirements, Development & Plans (RDP) Branch:

The branch is designed to define future concepts and initiatives related to business processes and operational procedures ensuring they meet the needs of DoD and the recruiting Services during peacetime and mobilization. Reviews, analyzes and evaluates impact on the Command and it's accession reporting system caused by business rule changes in processing, new initiatives and data collection directed by both governmental/non-governmental agencies. Maintains the Command Mobilization Plan serving as the Command point of contact with Selective Service System, executes duties as the functional data administrator and administers the operational aspects of the Command Continuity of Operations (COOP) requirements.

Acceptance, Implementation, Policy, and Training (ADA) Branch:

The branch is designed to perform functional software testing by managing test case development and accomplishing user acceptance and operational field testing for new applicant processing mission software applications; and develop the required implementation plans.  Composes new policy and provides operational training on accession business and system current/pending processes.  Works closely at equal levels of responsibility within the accession community to ensure software testing is complete and implementation occurs.  Serve as the point of contact to integrate new policy or procedural changes involving the Command accession reporting system.
