Principal advisor to the Commander on civilian personnel plans, programs, policies, procedures, and principles and they service as the Command liaison to DA and DoD for civilian personnel regionalization and automation activities. Advises on position management and classification, recruitment and placement, management-employee relations, labor relations, training, interservice/intraservice civilian personnel support agreements, civilian incentive awards, and civilian personnel technical services. Executes a Command Civilian Personnel Management Program that governs civilian personnel management according to applicable policies, programs, regulations, procedures, and guidelines. Maintains overall responsibility for providing advice and assistance command-wide for civilian training. Administers and evaluates the Civilian Incentive Awards Program. Manages the Command High-Grade Program, Command Suggestion Program, and provides command-wide assistance regarding workers compensation.
