ISC Bridges Modernization and Mission

Modernizing an organization like USMEPCOM requires more than just new tools and policies. Listening to the people who use the tools and process applicants is an essential part of that growth. The Innovation Steering Committee (ISC) bridges headquarters-led change and MEPS-level operations by connecting frontline users directly to modernization efforts.

Each Battalion appoints a representative to the ISC to help with surfacing operational issues early, providing feedback on initiatives and supporting battalion-level understanding of headquarters-driven changes. While the ISC doesn’t make policy, its input has led to real improvements in systems like MHS GENESIS and USMIRS.

“The primary purpose of the ISC is to give MHS GENESIS users a voice,” said Jeff Engel, ISC chair. “They are our front line of communication when the system is not working properly or efficiently, and they help request changes that improve workflow without degrading the quality of work.”

The ISC has already driven multiple improvements to the MHS GENESIS and USMIRS systems, such as more intuitive display of vision and hearing test results, elimination of unnecessary pop-up warnings and an enhanced address validation tool. Additional changes include the ability for HRAs to verify Health Information Exchange enrollment earlier in the process and improved message attachment functionality.

 “The MEPS employees in these systems every day have learned how flexible and adaptable they are,” said Rebecca Cozzo, ISC issue resolution specialist. “We’ve developed several best practices from ISC members discovering more efficient capabilities than the standard training teaches.”

To foster strong communication, ISC members maintain a Teams channel where they flag issues and are expected to brief them during biweekly meetings. Engel emphasized that while ISC members are empowered, their roles are not easy.

 “These ISC members have a tough job—to be available to take in the information at the MEPS level while also doing their primary job of processing applicants,” he said.

USMEPCOM is working to make participation easier and more accessible by launching an ISC SPEAR page with points of contact and communication tools. Questions from the field can also be submitted to Cozzo (rebecca.cozzo.civ@army.mil), which will be routed to the appropriate ISC representative.

Ultimately, modernization isn’t just about systems—it’s about people. The ISC ensures that even as USMEPCOM deploys automation, AI and new policy frameworks, the voices of those who make the mission possible are never lost in the process.

“We are all system users trying to get after issues,” Cozzo said. “The ISC has grown into a very collaborative group that has a good time getting after efficiency, innovation and modernization.”
